Located across Tampa’s Hillsborough River and north of Interstate 275, West River (a 150-acre site) was originally the home of the city’s first-ever public housing project, North Boulevard Homes. To breathe life into the once-proud community, the Tampa Housing Authority and City of Tampa partnered with leading developer Related Group.

Six years and 681 new units later, the redevelopment of West River has emerged as a blueprint for equitable redevelopment across the country.

According to Albert Milo, Related’s affordable housing President: “This project was more than a facelift. West River is now a hallmark example of how private/public sectors can collaborate to transform an underutilized site into a socially diverse/safe environment that Tampa can be proud of.”

West River’s latest two (out of 13) completed phases are:

Mary Bethune: The 150-unit, ground-up renovation of the Mary Bethune Towers exemplifies Related’s commitment to fostering community growth. Working with the THA, Related transformed the historic, but outdated, property into a beautiful home for Tampa’s fixed-income seniors. Completed in 2020, Mary Bethune is now a revitalized apartment community with well-appointed residences.

The Boulevards: Inaugurated in 2021, the Boulevards consists of three garden-style buildings totaling 371 units across numerous income brackets. The Boulevards towers offer expansive floor plans, ranging from one-,two-and three-bedroom apartments spanning 600-1,200 sq.ft. The units offer high-end touches like kitchens with GE appliances; in-unit washer/dryer; and LVT flooring.

Community amenities include a library with complimentary computer access, fitness center, game room, two parks and more.
